    Dear users,

I would like to draw your attention to the updated membership list for our Technical Advisory Panel published here:

    https://www.statisticsauthority.gov.uk/national-statistician/ns-reports-reviews-guidance-and-advisory-committees/national-statisticians-advisory-committees/advisory-panels-for-consumer-price-statistics/advisory-panels-on-consumer-prices-technical/

Professor Sir Stephen Nickell and Dr Alberto Cavallo have resigned from the panel. Peter Levell and Dr Jens Mehrhoff have accepted appointments to the panel.

    Kind regards,
    Chris

    Dear Chris:

Thank you for the updated membership list. I think the two new members should be excellent additions to the APCP-T team.

Peter Levell has done excellent work regarding elementary aggregation formulas, and I am sure he will make valuable contributions to the committee's work.

I am not so familiar with Jens Mehrhoff's work, but I noted in a recent presentation:

he writes:"in the near future, owner-occupied housing should become part of the European Harmonised Indices of Consumer Prices _ as with other durable consumer goods, the net acquisitions approach will be applied". That future, is, of course, nearer now than when this statement was written in November 2014. I don't think the ONS takes enough notice of it. The important point isn't that it is right to add an OOH(NA) component to the UK HICP, i.e. the UK CPI, because Eurostat recommends it, it's that Eurostat recommends it because it's the right thing to do. No other approach makes sense, and certainly not the rental equivalence approach, given the restrictions imposed on the HICP.

    Best regards,

    Andrew
