    Thank you for posting a link to the TOR for the Tetrapartite Group.

     

    It does seem somewhat anomalous that the OBR should be a member of the Tetrapartite Group given the requirement of and commitment to transparency on the part of the OBR –

    5 How main duty is to be performed
     (2) The Office must perform that duty objectively, transparently and impartially.

    4.6 In order to protect the independence necessary for the effective delivery of its responsibilities within the fiscal framework, the OBR must perform its duty objectively, transparently and impartially.
     
    The OBR is committed to transparency. As part of this commitment, we report details of our governance terms of reference, minutes of meetings and annual corporate and business plans.

     

    There is no mention of the publication of minutes in the Tetrapartite Group TOR so I assume that the minutes, agendas etc will still not be published.

    There is a hint of transparency by the OBR in that their membership of the group is now public but that would not seem to be in the spirit of their commitment to transparency.  The Stakeholder and Technical Panels would offer more transparent options for the OBR.

     

    A question – could the OBR or ONS provide an explanation of the rationale for the OBR decision to agree to become a member of the Tetrapartite Group?

    Arthur,

    The Office for Budget Responsibility (OBR) were invited to join the Inflation Tetrapartite Group (ITG) given their similar interest in inflation statistics. If you'd like to discuss further with OBR you can get in touch with them directly at OBR.Enquiries@obr.uk.

    As the terms of reference hopefully make clear, the ITG does not have a governance role and is simply a forum for discussing planned and future developments with users.
