You don't need to approximate by using 2001 OA boundaries though in the main they are no different for 2011, especially in rural areas. You can aggregate 2011 OA data to real parishes using the customised geography feature on NOMIS. But it'll be so much easier once the SASPAC team have quality assured the census data and created System files.
Census population headcounts for unit postcode areas will permit more accurate aggregations. Not sure when these are now expected from ONS. David

I downloaded Parish data from NOMIS yesterday. We needed Parish populations to help us plan boundary changes. Due to being a rural Council, many of our Parishes have fewer than 100 residents and many of them share an output area with other Parishes. The aggregation method used has resulted in many of them having an estimated population of "0" and others appear to have grown beyond what would be realistically possible. I have managed to estimate populations for all of them based on the relative size of each parish sharing an Output Area from the 2001 Census but this is less than reliable and impacts of about a third of our Parishes. Is there any way we can reconcile the data from the 2011 data to give realistic estimates for Parishes? Andy

ONS has now published the 2011 Census key and quick statistics for local authority, ward, parliamentary constituencies and output area geographies on the ONS and Neighbourhood Statistics Service (NeSS) websites.
